The Greenfield Police Department is the largest law enforcement agency in Franklin County. The agency operates on a 24 hour a day, year round basis from its headquarters at 321 High Street in Greenfield. The agency maintains three divisions that include Patrol, Investigation and Administration. The women and men of the department are comprised of highly trained individuals, sworn and civilian, dedicated to improving the quality of life in our community by delivering quality service and innovative, effective programs aimed at reducing crime and the fear of crime. The department prioritizes response and place a high value and resource deployment to the most at risk of our community the youth and elderly.

Officer Jason Haskins has been a full time officer for the past 4 months. Officer Haskins comes to Greenfield with 8 years experience as a part time police officer. He is currently assigned to the midnight shift. Officer Haskins is a patrol officer. Officer Haskins duties include patrol, responding to calls, traffic enforcement, business checks, community policing, booking prisoners, and testifying in court. Officer Haskins is trained in hazardous-material operations, nuclear decontamination, and search and rescue.

Reserve Officer Megan Cloutier- in 2008 completed the Field Training program and was appointed a Permanent Reserve Officer for the Town Of Greenfield. She currently fills in and augments the patrol force.


Investigations Division
 

Investigations 


Support to the patrol division is carried out by detectives assigned to the Investigative Division. Personnel assigned to investigations report to a Detective Sergeant. The detective division in many cases fills in for patrol officers when vacancies occur and in the recent year and a half over half of the detective's time is committed to patrol because of the fiscal crisis.

The work done by the detective bureau includes major cases that involve time consuming complex investigations or extra jurisdictional case work. Detectives are on call and respond to all deaths, robberies, rapes or serious assaults. They also act as case officers in complex investigations, coordinate court preparation and communications with prosecutors.

Because of manpower situations in most cases detectives must respond to calls for service regardless of their assignment or particular work tasks at the time.. This takes a great deal of time away from their assigned duties but it must be done. An average detective may have between 8 to 17 cases at a time to investigate. In many cases investigations are conducted with the help of other officers, departments or state and federal investigators. But recently a great many have been put on hold because of manpower requirements.


The Investigative section includes the following assignments:


Detective Lieutenant Joseph Burge supervises the Detective Bureau and supervises patrol in the absence of an on-duty supervisor. He was formerly a School Resource Officer and had been previously assigned to the Detective Bureau.  His daily duties include filling road jobs, responding to calls; he is available to answer patrol officers questions, monitoring the prisoners in the cells, reviewing/approving incident and arrest reports, and assists with the booking and finger printing of the prisoners. Sergeant Burge responds to all major crime scenes to fingerprint items and suspects. He then processes the fingerprints and will match them with the suspects. Sergeant Burge is also a member of the Special Response Team and is a certified sniper and Chemical Weapons Instructor; Taser Instructor and teaches in the Citizen Police Academy.
 

Detective Mark Williams has been working for the department for 9 years. His duties include the follow-up of cases that have been referred to the Detective Division, develop and maintain confidential sources for criminal cases, maintain criminal intelligence files, narcotic investigations, sexual assault investigations, child sexual assault cases, prepare criminal and administrative search warrants, background investigations and fill in as a patrol officer when needed. Detective Williams is required to be available for scheduled on-call periods to respond to serious criminal investigations.  He is a trained  Hostage Negotiator and is the Department representative to the CJIS information system

Detective Kevin Rowell has been working for the department for 9 years. His duties include the follow-up of lengthy general investigations, sexual assault investigations, child assault investigations, narcotic investigations, prepare criminal and administrative search warrants, background investigations, court duties, and fill in as a patrol officer when needed. Detective Rowell is required to be available for scheduled on-call periods to respond to serious criminal investigations.  Detective Rowell is also a member of the Special Response Team, a Chemical Weapons Instructor and teaches in the Citizen Police Academy and educates the public and landlords on narcotics prevention strategies.

 Detective Todd Clark has been working for the department for 9 years. His duties include the follow-up of lengthy general investigations, sexual assault investigations, child assault investigations, narcotic investigations, prepare criminal and administrative search warrants, background investigations, court duties, and fill in as a patrol officer when needed. Detective Clark is required to be available for scheduled on-call periods to respond to serious criminal investigations.  Detective Clark is also a member of the Special Response Team.  He participates in programs for the youth and is the coordinator for the SALT Council and TRIAD programs with the elders including education and intervention programs. He is a computer specialist and assist with Department MIS and investigations relating to the Internet.

 Detective Laura Gordon has been a full time police officer for 15 years.   Detective Gordon has been working for the department for 10 years . Prior to being hired by Greenfield she was a full time police officer for the University of Massachusetts in Amherst .  As a patrol officer for Greenfield she was a member of the bicycle unit which patrolled the buisness district.  In October 2001 she was assigned to the detective division.  Her primary duties include managing the alternative lock-up program, child sexual assault investigations, sexual assault investigations,  follow-up lengthy general investigations, court duties, registering  Level 2 and Level 3 sex offenders in Greenfield and maintaining their records.  Detective Gordon has taught in  the Citizen Police Academy, is one of the departments former D.A.R.E. Instructors, R.A.D. instructors and  Field Training Officers.  Detective Gordon is required to be available for scheduled on-call periods to respond to serious criminal investigations.

Officer Christopher Rowell has been working for the department for 8 years. The Student Support Officer primarily handles criminal incidents that happen within the high school and middle school, while building a trust with the students. He is the liaison between the school department and the Greenfield Police Department. His duties place him under the control of school administrators and he works full time on all school issues. He runs programs to raise funding for School activities. He is a member of the School Task force.

Detective  Mark Wollender has been working for the department for 22 years.  Detective Wollender has worked in many aspects of this job.    He has worked in patrol, has been one of the departments juvenile officers and is currently the department court officer.   His duties include coordinating with the District Attorney's Office and court arraignments,  magistrate hearings, show cause hearings, schedule trials, motions, schedule the officers for court, and ensuring proper data entry into the departmental computer system.




Administrative Division

Providing support to Patrol and Investigations, the Administrative Division of the police department includes the following personnel:

 

Chief of Police David Guilbault is a 29 year veteran of the department. He was a patrol supervisor and was in charge of the detective bureau. He is a scuba diving instructor and tactical team and distraction device instructor. His duties include overseeing the daily activities of patrol and detective divisions. He handles computer administration and prepares grants. He is responsible for the administration of the Department to the residents of the City of Greenfield. A member of the Mayors Task Force on Domestic Violence, Northestern District Attorneys Civils Rights Advisory Board, th Franklin Regional Council of Governments Communications Oversight Committee, the Inyternational Associotion of Chiefs of Police, Mass Chiefs of Police, Western Mass Chiefs of Police, New England Narcotics Enforcement Officers Association, the National Tactical Officers Association.

Captain John Newton has been a full time officer for the past 15 years. He is currently assigned to the day shift. His primary duty is to oversee the Patrol, Detective and Administrative Divisions. He manages the grant for the Franklin/Hampshire Narcotics Task Force. He is the Accreditation Manager for the Department. Other duties include responding to incidents when his presence is required, internal investigations, evidence/property management, case management, record and report management, review search and arrest warrants, community relations, search and rescue planning, assigning follow-up investigations, and maintain criminal intelligence files. He also instructs in the Citizen Police Academy and at Greenfield Community College. He is a member of the Special Response Team and is a certified sniper and firearms Instructor. He also teaches and coordinates instruction for the MCJTC at Agawam Massachusetts.

Administrative Director Christine Scott oversees the daily activities of the civilian personnel in the department. She is currently Dispatch Manager for the Town of Greenfield Emergency Dispatch Center. She assists the Chief of Police with all aspects of staffing and budgeting for the department. She reports directly to the City Director of Finance. She handles the department grant administration and computer management. She is the department's crime analyst. She teaches in the Citizen Police Academy. She is the administrative assistant to the Franklin County Chiefs Association and a member of the City of Greenfield's Youth Commission. She has receieved honors from Governor Mitt Romney and in 2007 was named one of the  Unsung Heroines of Massachusetts for her work with the youth of the community. Administrative Lieutenant Gary Magnan

She assists the Chief of Police with all aspects of staffing and budgeting for the department. She reports directly to the City Director of Finance. She handles the department grant administration and computer management. She is the department's crime analyst. She teaches in the Citizen Police Academy. She is the administrative assistant to the Franklin County Chiefs Association and a member of the City of Greenfield's Youth Commission.

 Senior Account Clerk Sharon Broughan oversees all aspects of billing and accounts payable for the department. She also processes all taxi cab licenses for the Town and does all permit application fingerprinting.

 Records Clerk Donna Burnham oversees all aspects of the departmental record keeping. Her duties include all processing of accident, citation, incident and arrest reports; and the distribution of records to other agencies and the public.

 

 Parking Enforcement Officer Sandra Misiun's duties include monitoring metered, handicap and restricted parking areas and issuing tickets when appropriate; enforcement of town snow and ice bylaws; and acting as the departmental TRIAD liaison and makes visits to elders in the community. Maintenence Supervisor/ Animal Control Officer Calin Giurgiu is responsible for general building and grounds upkeep and maintenance; and assists Officer Payant with cruiser maintenance and utility functions. He is also functioning as an joint Animal Control Officer for Greenfield, Montague and Deerfield
